In November 2024, Eagle Health, LLC, a Cape Fox Corporation (CFC) subsidiary, was delighted to award Parker Pilkington a Cape Fox Tinàa Award for Employee Excellence. He has stood out for his statistics expertise and his commitment to streamlining the work on his contract vehicle. Parker is a Biostatistician working on the Defense Health Administration (DHA) Contract Resource Management (CRM) contract. He works with the Improper Payments Evaluation Branch (IPEB) in Aurora, Colorado. The Cape Fox Tinàa Award is presented to employees who demonstrate dedication, performance, dependability, productivity, and attitude. Parker exemplifies the purpose of this award, and Eagle Health was pleased to honor him with this recognition.
- Parker joined Eagle Health in January 2024 and immediately mobilized his expertise. His assigned duties include:
- Providing expert technical and analytical knowledge of all improper payment evaluations and reporting requirements for statistical data, data science, and data mining.
- Providing expert knowledge of stratified sampling and extrapolation methods.
- Defining technical sampling procedures, including statistical formulas, and ensuring compliance with Payment Integrity Information Act (PIIA) guidelines.
- Presenting statistical results in understandable terms to non-technical audiences.
- Providing support and knowledge of statistical, analytical, and data transfer software, including SPSS Modeler, SAS, SQL, Microsoft Access, and Excel.
- Acting as the senior healthcare data analyst with expert knowledge of the TED data system, field layouts, and data elements.
Over the past year, Parker has implemented a new claims-audit sampling procedure to identify claims more likely to include improper payments. This new procedure will hopefully allow IPEB to better identify root causes of improper payments, thus allowing it to catch problems before they happen, eventually reducing the overall error rate. He also created documentary records, including Standard Operating Procedures, Work Instructions, etc., to prevent unnecessary time spent figuring out what has been done in the past. These also serve as quality controls to aid in routine departmental audits and training of new IPEB employees. Finally, he has taken initial steps to automate annual reporting procedures as a method to improve our current process.
Parker works with numbers and statistics daily, which has added up to success. His excellent work and commitment have not gone unnoticed. Parker is a remarkable team member and an outstanding employee of Eagle Health. We are delighted to have him on our team. Thank you, Parker!
