One Employee Shines for Being a Leader

Archeological | BIA | Eagle Health | Employee Appreciation | Environmental | Indian Affairs | Tinaa Award

Leadership is defined as the process of influencing, guiding, and empowering individuals or teams to work together toward a shared goal. In August 2026, Eagle Health, LLC, a Cape Fox Corporation (CFC) subsidiary, was delighted to award one of its leaders a Cape Fox Tinàa Award for Employee Excellence. Luca De Stefanis has stood out for his expertise and technical knowledge, as well as his ability to manage and lead when necessary. Luca is the Team Lead on the Bureau of Indian Affairs (BIA) contract. He has done exceptional work on this contract and, as a result, has been awarded a Cape Fox Tinàa Award for Employee Excellence, which is presented to employees who demonstrate dedication, performance, dependability, productivity, and attitude. Luca exemplifies the purpose of this award, and Eagle Health was pleased to honor him with this recognition.

Luca has worked with Eagle Health since October 2024. As the Team Lead, he provides the leadership required to protect environmental and archeological resources, guiding the Eagle Health team on federal infrastructure projects that address the complexities and unique features of 12 Regional offices and 83 field offices across all 50 U.S. States for the BIA. Luca advises the leadership team on all aspects of environmental requirements and responsibilities.  He delivers programs to federally recognized tribes and individual Indians and Alaska Natives and develops, implements, and evaluates the effectiveness of all critical environmental and archeological processes, programs, and procedures.  He consistently meets critical environmental metrics, driving continuous process improvement to ensure communities have improved access to resources while sustaining the integrity of natural and cultural resources, underscoring Eagle Health as the industry leader in the federal environmental compliance landscape.

Recently, Luca’s work stood out on the Alabama-Coushatta Tribe Weir Dam Removal Project, and his overall management of the BIA team has been exceptional. His expertise, leadership, and technical knowledge have been instrumental in the successful execution of this complex project. Luca consistently demonstrates strong problem-solving abilities, effective communication with stakeholders, and a commitment to delivering high-quality results while keeping the team focused and productive. His guidance and dedication have been invaluable to both the project and the overall success of the BIA program.

The BIA Project SME, Myles Lytle, said, “Luca has been really helpful; his recommendations are solid and based on the research he does.  Luca’s expertise is hard to find these days.  Luca always goes above and beyond.  His assistance enabled government staff to make data-driven decisions on how best to allocate agency resources and human capital, and to provide excellent ongoing support in performance management and compliance, in line with the federal laws governing this program.”

Luca’s thoughtful leadership and commitment to environmental pursuits do not end at work. He loves the outdoors, from backpacking, hiking, biking, fishing, and surfing, cooking locally harvested food, and doing these activities while spending time with family.

Eagle Health feels fortunate to have such an exceptional employee and leader. Luca exemplifies what it means to be an exceptional employee and is well-deserving of this recognition. Thank you, Luca!
