In July 2026, Eagle Health, LLC, a Cape Fox Corporation (CFC) subsidiary, was delighted to award Parker Pilkington a Cape Fox Tinàa Award for Employee Excellence. He has stood out for his expertise in statistics and his commitment to streamlining work on his contract vehicle. Parker is a Biostatistician working on the Defense Health Administration (DHA) Contract Resource Management (CRM) contract. He works with the Improper Payments Evaluation Branch (IPEB) in Aurora, Colorado. The Cape Fox Tinàa Award is presented to employees who demonstrate dedication, performance, dependability, productivity, and attitude. Parker exemplifies the purpose of this award, and Eagle Health was pleased to honor him with this recognition.
This is not Parker’s first Tinaa award. He was awarded a Tinaa certificate in November 2024 and has continued to grow with the organization. He continues to excel in his assigned duties, including:
- Providing expert technical and analytical knowledge of all improper payment evaluations and reporting requirements for statistical data, data science, and data mining.
- Providing expert knowledge of stratified sampling and extrapolation methods.
- Determining optional stratification boundaries in heavily skewed data.
- Defining technical sampling procedures, including statistical formulas, and ensuring compliance with Payment Integrity Information Act (PIIA) guidelines.
- Presenting statistical results in understandable terms to non-technical audiences.
- Providing support and knowledge of statistical, analytical, and data transfer software, including SPSS Modeler, SAS, SQL, Microsoft Access, and Excel.
- Acting as the senior healthcare data analyst with expert knowledge of the TED data system, field layouts, and data elements.
Tiffany Watkins, Lead Program Analyst at DHA, honors Parker, stating:
“Mr. Pilkington innovated processes for the sampling oversight and compliance of five multi-billion-dollar healthcare programs under the Department of Defense. He created interactive sample size calculators to compare current sizes with proposed modifications to mitigate rising costs to the agency and increases in administrative burden. He embedded three years of historical data, made the calculator scalable and interactive, and then used this data to present a full “course of action” recommendation to directorate leadership.
His assistance enabled government staff to make data-driven decisions on how best to allocate agency resources and human capital, and to provide excellent ongoing support in performance management and compliance, in line with the federal laws governing this program.
Mr. Pilkington’s continued calm under pressure, expertise in complex data structure and analysis, and overall subject-matter expertise in the field of biostatistics brings credit to the Improper Payment Evaluation Branch, the Defense Health Agency, and the U.S. Government.”
